Remove MSQ Roulette class balance.

Oh, I'm glad I'm not the only one noticing but on normal dungeons and stuff too.
I use my DRG and got into Ravel today in 4 mins, some roulettes have been near instant Q's.
It took me 30 solid minutes to get into Ravel as a DNC...
It's the crappy job roles algorithm so it balances with 2 and 2.
Melee DPS/Tank
Range/Healer

For the sake of playing devil's advocate, we should keep it. Sooner or later people will switch to classes with shorter queue times. This will serve the purpose of getting people to try new things and make parties more diverse. More diversity in parties can aid in the enjoyment of the group.
