So apparently I missed the Q&A at gamescom which I was really looking forward to seeing. In the thread, the specified time was 11:00-12:00 (CEST). Normally, am/pm is mentioned and even when filing reports, time zone is important.

So did I misunderstand? Is it military time? When looking at the Live Letter announcements on Lodestone, it reads "Wednesday, August 7, 2019 at 4:00 a.m. (PDT)" Very specific, and clear for conversion.

If not mentionned its read 11 am to 12 am Central European Summer Time (UTC +2) . In europe (where the gamescon take place) its not uncommon to use the 24h time mark rather than the AM-PM.

Most of the world uses military time. You should learn to use it as well, especially if you're watching or doing anything even remotely international, which in this day and age is pretty much unavoidable.

Europe by default uses the 24 hour clock so yes, however, you haven't missed out the panel is available on the official twitch channel.

There is nothing wrong with keeping up a standard. That standard being uniformity in information given. Like numbering Live Letters outside Roman numerals, they wouldn't do it. Gamescom was in Germany, yet there was a lot of English spoken, even with the twitch commentators. International is nice and all but they were clearly accommodating.
