In XI, you couldn't level sync until Level 10, it didn't go lower then that, and they could easily add some balance to it in FFXIV... Where as the SP calculations would be based off the sync, and then have some kind of deduction for being over the sync... So in the case of a rank 30 player syncing to a Rank 10 party, players who are Rank 10 get 100% sp/xp while players who are rank 30 get 50% Sp/XP... (Or some other numbers or math, etc, I'm just making up numbers as an example)
In this case, everyone still gets sp/xp and can party, but the higher level players would get less... And less is better then nothing, as well as throwing off the sp/xp calcs for the lower ranking players.
With some kind of penalty like this, everyone can group, get sp/xp and thus as players rank up they would naturally be encouraged to move to a new zone, to get the best sp/xp and not re-sync down to 10 again.
Now also, since there might be some who don't know how this also works... You can't just set a level and sync down to it, you must have someone of that level in your party... As they level up the party's sync level goes up too... You can't sync down, unless you get someone who is the player who want to sync with... thus vets end up helping out new players, and people can play with each other however they choose.
Right now, I never get to play my con with my friends because I'm 25 ranks higher then they are, so end on working on other classes that I don't have any interest in... :S
