Game lags and stutters on PS4 (never had this problem before.

As title says, I play on PS4. And I'm using Ethernet cable, not wifi. Played for a year and a half with no problems. Now yesterday all of a sudden, the game will do a weird lagging. It will have random delays, or I will be moving and no one else will, then everything kind of "snaps" into place. I've done everything possible to fix it to no avail. Reset router, forwarded ports, updated router firmware, restarted PS4, called my ISP. Nothing works and it makes this game I love so much unplayable.

No changes have been made to the network. Like I said, it just started yesterday and I thought it was maybe due to the PSN issues yesterday, but no one else on PSN (including my friend) are having the problem as far as I can see.

As far as where it happens, it can be anywhere, it's random. In a town, out in the field, in combat, in pvp, in duties. Anywhere. It's random and looks like several things. It could be where I press an ability and there's a delay until it happens. Or everyone freezes except me for anywhere from 1 to 30 seconds. Or everyone including me freezes. Or there's a delay before my character starts doing an action, like teleporting. So it's pretty varied as you can see and it is random.

Usually, latency of this nature is caused by a wireless connection or a routing issue between you and the server. Since you aren't using a wireless connection and you've tried the other connection troubleshooting we provide, it seems to stem from a routing issue. I understand that you've contacted your ISP already, but I'd suggest contacting them again and making a report.
