    Sounds more like Internet issues to me. I don't think SE as any control over the pace of your download.

    Actually they do to an extent? It's not a one way street, example: I get gigabit speeds (80+MB/s) through steam/etc but I can only download at ffxiv at between 30-40MB/s. Even so, obviously this is an issue on his end lol.

    More likely than not in any case, rather unlikely he's getting speeds like that due to anything in between at least as far as networking goes.
