There is no "enticement" here, come on. All it was meant for was to keep us from being able to spread a critlo. That's it.

There would have been absolutely no reason to give us catalyze in the first place if this were the case. It was obvious critlo was just too much with the addition of recitation. It meant that critlo had to be changed. They ended up buffing adlo crit base shielding that way we could have a better and more consistent deploy than previously (a buff overall even if we lost the broken and unreliable pre-5.0 critlo). Why give us catalyze? So we could place it on people who aren't tanking and then have to heal everyone up anyways? Overhealing that one target for the whole value of the catalyze in the process? "Come on".
There's little to no need to even adlo your tanks in combat, even less to critlo them. Recitation is def better used for single target on excog that is just slightly under what you would get from your critlo (10kish) and is a single ogcd, not to even mention you save your stack for ED this way. The only real use catalyze has is with ET for heavier burst and even that is pretty situational.

All that to say that Catalyze being a separate shield is either designed with spreading from your tanks in mind for a bit of bonus mitigation, or a shortsighted mechanic. Like I said I'm inclined to think it's the first since they put it there in the first place, clearly they weren't worried about people crying if they lost it since they just outright removed ED.
