When you got outside your house, you will run into obnoxious people doing annoying things. Should people really get in trouble for annoying you?
If it falls under Disorderly Conduct, then sure.
Yes. I did that with the appartment next to mine. Cooking, talking loudly on the balcony at 2.a.m was obnoxious. The cops I called thought the same and I got them in trouble. There is a border between being just a bit annoying and obnoxious on purpose.
You know, the point of GMs is what in real life are courts: One person is X, the other person thinks Y, and a third independent party is Z.
Prosecutor is X, defendant is Y, and the court/judge is Z.
I am calling the cops (Z) because I think the neighbours are too loud (X), and neighbours thought they are fine with their volume. (Y)
Reporting annoying and obnoxious Lalafell (Y) because the player is annoyed by them (X) and a GameMaster (Z) will clear the situation.
When someone honks an air horn right into your face constantly or blasting loud music in his car with open windows in front of your house, would you just let it happen because reporting it is whimpy or whatever your train of thought is?

It almost sounds like you are looking for reasons to get people in trouble just because they annoy you.
I disagree with that mindset. Is it annoying when people fill up the chat box with useless stuff like emotes, sure. But so what? As long as they are not filling it up with racial slurs and hateful comments I fail to see a problem other than a few other people getting annoyed.
Making too much noise in an apartment complex, considering their are actual laws regarding a private citizens right to privacy/not to be disturbed after certain hours/etc., is something completely different than emotes in a video game. Also, GM's are not the equivalent of real life courts, the situations are no where close to an actual legal system, especially if you live in the U.S.A. because there is no such thing as hate speech. We have complete freedom of speech here, the only way you get into trouble for speech in the US is if you are inciting violence or putting people in a dangerous situation (i.e. yelling fire in a crowded place when there is no fire). SE is not a publisher, they do not have publisher rights, they cannot be sued by person X for what person Y says in in-game chat. The chat falls under public forum, where in countries that have protected freedom of speech, you cannot legally get into trouble for what you say unless you are inciting violence.
If someone is playing loud music and blowing air horns that violate a noise ordinance or the quiet time laws for a city, yes they are breaking a law and should be in trouble. If some dude is standing off my property and blowing kisses at me all day, he's not breaking a law, he is being annoying.

They have no respect for other people and so we shouldn't have any for them.
I believe that attitude is what is wrong with a lot of the world today. Just because other people are being jerks should not make it okay for you to be a jerk to them. That instigates a never ending cycle of people being petty and cruel to each other. Oftentimes people are annoying because they are looking for attention. Just don't give them the attention.
