But sometimes more resources ARE needed but which resources and where are the big concerns.

More money means little if there aren't more people to bring on to actually work on things. More people can greatly increase the number of features implemented.

HOWEVER, there are some things manpower and money won't fix. Anything that requires drastic alteration of base code is like that. After a point it would be just as much work to make a new game entirely.

Right now it seems to me that the FFXIV team needs more people so they can fully implement what they want to but some of the more squirrely aspects of the game may only ever be iterated on and never be fixed because of the base code (looking at you, inventory management).
