If he thought anima was a terrible thing then he probably would have removed it during the drastic reforms in 1.17-1.21, especially considering Chocobos and Airships were implemented during that time. He said he's got one chance to really change things and that's it. What's he waiting for? He could have done it easily by now if he wanted to.
