It's definitely a bit odd, but most seasonal events do have 'level appropriate' rewards and they just seem to make an exception for the Rising since it's all about celebrating the game's history.
Still can be confusing from a new player's perspective - I'd only just reached story Lv15 for the Rising 2017, and here's this weird bard guy talking to me like I've been all through Stormblood, and some minions for characters I haven't even met yet...
On some more current-spoilery notes...
Spoilers are such an odd thing in this game because newcomers may or may not get spoiled by anything from trailers playing at the menu screen to Mog Station items to titles and minions that other players are using. (Saw someone commenting that seeing other players with the G'raha Tia minion spoiled/confirmed the Exarch's identity before they got to it... long-term, people might see there's a minion at the point when they've only done CT, and figure out he's coming back in ShB when they look up how to get it.)
And if we're presumably getting a set of new-outfit Scions, the Urianger minion would be a spoiler for anyone who hasn't got up to the WoD arc yet, where you're not supposed to recognise him at first. He's in the trailer looking like that of course, but they might have avoided watching it.
Also I learned that Yotsuyu was still alive after Doma Castle not because I'd finished Stormblood yet, but because she was on the current patch banners at the launcher as I was working through it.
So.... yeah, it's weird. But there's similar weirdness all over the place.
