They are in the housing wards. Like the one in Mists is at the docks. And I think the one in Shirogane as well. They are basically called "Housing Enthusiast".

I spent about 2h yesterday looking for one in each housing yards of the first three cities. There, I looked EVERYWHERE and I talked to ALL NPCs. If any Housing Enthousiast was there, I should have seen him/her.


Today, reading your post, I give it another try. I switch game to English (French otherwise), select my main character and go to Gridania... I find one within seconds! Limsa Lominsa... same! Still can't find one at Ul'dah.

Yesterday, I could find none where I can see two of them now. If they were there, I am mentally ill and I say it seriously. They were not there.

I Change character, they're there.
I switch back to French, they're there.
Third one still missing.

Those two are there:
Mist, Ward 1 (11.0;8.8), beetween the Aethernet Shard and the Picker of Locks.
The Lavender Beds, Ward 1 (10.3;14.9), on the short pier.

To game team:
I found no help at all searching the Lodestone.
I found no help at all searching the game tuto.
I now seriously think I have mental health issues.

He's at the Endless Draught near plot 21 (or 51 in subdivision).

Probably really ought to be given a prominent icon on the map, honestly. They don't exactly stand out, nor are the prominently placed.
