Adding risk to the game?

Elite monsters that wander everywhere. When they encounter a quest hub or city, they start killing everything there until enough players get together and kill them.

How about no ?

Nothing like having to wait for lv 80 to care about it to progress your lower level quest.

Either they became a nuisance because of the lack of interest or they get their asses farmed like hunt and the risk is gone as soon as the timer is known.
