Potions kinda useless so far that I have to sell it, except elixirs.

Can't really see where lowering the timers of Consumables is justified; seeing how the only place I use said potions is Aurum Vale on Silence from the slugs during Coincounter, even then; there are exceptions where I don't need the use of potions at all.
I think that recast time should be splitted for "Healing Potion" (Elixir, Ether, Mega-Potion, ecc.) and "Status Potion" (Disabling, Poison, ecc.).

It should be like the way in FFXI, buff potion have a timer like the medicine effect
Status restore potion just works and you should be able to spam echo drop if the mob keeps on silencing you.
I can see both side of the HP/MP recovery potion. It might be too OP if you can just non stop use them in battle, but it also gets annoying and expensive really fast.

I loved my pot spamming in RO, fun times.
I have nothing against cool-down-less potions but I can see why people would be.

I seem to remember a certain DRG friend of mine literally spamming Hi-Pots in FFXI on his R10 Sandy mission while I (RDM) nuked down the final mobs. Was epic. I think he chugged 30 of them in a 10 second window lol
"No this is easy and you'll be fine. Here take these pots just in case. Keep the extras..."
