There has always been mention of public companies ( ie. the Grand Companies of Eorzea ) and private companies ( player run ). Nobody's actually announced that private companies have been scrapped; I imagine basic linkshell functionality needs to be improved before they can happen, and that's lower in priority than battle system changes.

Pretty sure I read somewhere that the the private companies are still on the table but they are trying to give context to them before implementing them.
