Account locked? Settings completely wiped. How to restore settings?

So I just tried to log into the game and found that my account was locked due to suspicious activity. No idea what it was or why. I reset my password and log in and find my settings have been completely wiped out. Looks like my Gil is still there thankfully. How do you go about restoring all my settings that I previously backed up on the server? It looks like my local files are gone somehow. Might have been one of my kids or spouse "cleaning" folders.

- Press the cog symbol next to the character.
- Select 'Download'
