I was kind of expecting the Cutter's Cry and Aurum Vale quests to have been issued by the Grand Companies and with company seals as rewards. Instead they became regular sidequests. Conversly, we also saw new seal-sinks introduced.
If there were new seal-generating quests in 1.21, I doubt anyone would be even remotely complaining right now. So I'm going to give it some time.
You know, a lot of the concepts in XI were pretty good. Maybe it wouldn't have been so bad if this game were just a copy/paste of XI (with better graphics). On the subject of a Signet-type system, though, I believe they've done a fairly good job of replacing it. Unless they made it as a supplementary system to what's already been applied, I wouldn't want Signet back. That being said, it would be nice to see some sort of increase in company seal rewards, as they feel incredibly small for all the work we usually have to do for them. Earning only 70 seals for 15 minutes of guarding an npc seems pretty pathetic.
