No, you'll only be able to launch the game trough Steam (which will launch it trough their verification servers first). There is currently no way to do this manually and I doubt there will ever be a way.

A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
I'm running a PC (non Steam) version of FF now using the Steam launcher. There is the option to run other non Steam games as well. So you're saying this update will affect that ability or will that apply just to Final Fantasy XIV Steam owners?
I hope this is the case. I guess we'll find out as you say in a couple weeks.

Apologies I misread that.
As of right now Valve has not stated any change in the ability to add .exe's to run as 'non steam game'. So, you will still be able to run the non Steam version trough Steam.
