No, you do not use the AOE combos against a single target. However, when you use Flourish, you should use all of the procs that it gives you—this includes the AOE ones (Rising Windmill, Bloodshower, Fan Dance III).

To clarify, do this with the AoE flourish procs when fighting a single target, since the dps loss is only 50 potency and the potential gain is much higher if one or more procs land. But don't do this with the single target flourish procs when fighting multiple mobs since the dps loss is much larger than any potential gain from fan dance procs even if all the procs land.
I.e. when fighting single target, use only single target rotation skills, but all four flourish procs. When fighting 2+ mobs use only AoE rotation skills and only the 2 AoE flourish procs.

Rising Windmill is a 75 potency gain if used; 75 potency loss if dropped.
Compare to our combo (Cascade > Fountain), which is a 37.5 gain/loss.
Because the procs from Flourish are essentially free damage, that’s why we use them even in a single-target scenario.
AOE combo is a gain at 2+ mobs, so that’s when you should shift from single-target combos to AOE combos. Otherwise, don’t attempt to AOE combo against a single-target in hopes of procing Rising Windmill/Bloodshower, as it’s a loss compared to doing Cascade > Fountain.
Single-target Flourished procs are still worth it to use at 2 mobs. It’s at 3+ when you start forsaking them.

For me, I can usually Flourish once each trash pull, as it’s off-cooldown as the tank is pulling the mobs so I get to hit them with it while they’re at full health. This still allows for it to be up for bosses and such—I time it specifically to Flourish at the start of each trash pack, and it’s up again in time for the next one and up in time for the boss.While true that against exactly 2 mobs it is worth using the AoE flourish procs, I find that I am usually inclined to not use flourish in such a situation at all because most of the time it's nearing the end of a pull where.only a couple mobs are left and I'd rather save the CD for the next fight to get more bang for it's buck.
I was also talking about the single-target Flourished procs. Not the AOE ones. Reverse Cascade and Fountainfall are still worth it on 2 mobs when you get them through Flourish. It’s at 3+ where you ignore them when you Flourish.

Other than the potency values... I'm not saying anything different than you with regards to not using AoE skills on a single target?

But is it more fun to tempt RNG like that?
