PC Hard Freeze/lockup no error no bsod(suspected due to fps issues)

If you have not done so already, could you try doing a cleanboot? To perform a clean boot for Windows 8/10: Open the task manager and select the 'Start up' Tab. Disable everything here and restart the PC.

I did it that, but to reiterate the game works perfectly fine IF i set the limiter a lot lower than what my pc is capable of. if i set at 72 fps or lower its fine but if i want to go higher and set higher it will always freeze
