MY guess would be that there is some kind of copy paste selection in the code. So when you set it to be for all of one type of class/job in this case ranged magic it just inserts all the ranged magic classes/jobs. Where as Relic gear is meant for one Job.

I suppose technically they could do the same for relic gear which is what the Anemos weapons are. But at this point in the games life they really don't want you to be a lvl 70 rogue.
