Also, I will freely admit I am one of the people that does ilvl scumming for LotA/ST. But I'm at least willing to also admit that the current situation is problematic and ought to be changed, rather than saying/hoping nothing is changed just because I'd rather hang on to my easy roulette clears.

Maybe if there were a reason for people to Git Gud™ at the other raids, it might actually happen and they wouldn't be as painful to run anymore. hahahahaha yeah right, I know. But there's no reason to, so long as both 1) the CT raids take a fraction of the time that the higher level raids do, and 2) there isn't any increased reward for getting the longer raid, like mentioned above with Praetorium. Fixing either of these will be a step toward fixing the overall issue.
