not sure what to do here, i cant get his mining leve quests, i did swiftperch like 3 days, help please, i wanna lvl mu miner up

The Lodestone says you're level 41 Miner now, so you'd be better off doing mining leves in Whitebrim now anyway.

Did you do the quest to unlock the leve giver there? A quick search says an elezen named Cimeaurant does the unlock.

yes i spoke with him, but he says i havent completed the task

look at you journal, you should have a leve there then. The map show only the markers for the 5 quests (max) (those appearing on the UI list under the mini map). Try selecting it to force it on the list
