You could've posted this on the thread that was talking about the gravity having a slow debuff, rather than making a new thread, you know.
But to answer your question, considering arm's length gives 20%, I'd say it should be weaker than that, somewhere between 10-15%.

For something spammable and aoe, 3% would be more in line - similar to Shadowflare.
That said, this really should have been put in the old thread. You don't need to make a new one when it's on the exact same topic...
Keep in mind that Slows have diminishing returns. Which means it needs to actually be pretty potent, since every cast reapplies the slow effect at half the previous duration. Even if the slow was the same as Arm's Length (20%, 15 sec duration) your second cast cuts it down to 8 seconds, your third cast down to 4 seconds, and your fourth cast renders the mob effectively immune to it.
Same Logic behind why WHM has a maximum effective stun duration of 7 seconds.
