I'll lightly tap my favorite drum this time instead of go full chorus (xD lol), but I feel this one would be PERFECT to introduce instanced housing and over time include many of the other locations people listed here. By going instanced personal zone housing SE could re-use their assets for backdrops/stations of building (Azim Steppe center piece of the zone is almost crying out loud to be reused), and also be able introduce far more objects with less concern as they'd not have to worry about scale / appearance negatively affecting other players.
Also if they tied it into the lore of the area you mentioned then it also would act awesome for two items.
First it gives a full lore build up on how this place works as it does:
Players begin dabbling in creation magic, perhaps with the help of some other character. Would be kind of cool if that one special mirage/constructed memory in Amaurot (the one that know's they're a memory) guided us, perhaps a ghost of Emet-Selch himself attempting to train our creation magic (ghost in that it could just be in our minds, left over mirage magic attempting to recreate it's master, etc, doesn't have to actually be a fragment of him since we ... turned him into nice mozzarella shards)
Second it could give SE a bit of a breather of "every player that plays the game for two seconds gets a house" and move towards "every player that sincerely plays the game gets a house".
Personally I'd still like a strong sense of progression as early as possible (like a little FFXI mog room early on), or at least giving players home inn teleports or something to give them a sense of home as early as possible. I think things like that can be really important and make a game more "homely", but I think we could imagine that it would be nice for SE not to have to generate a house for every player who just puts their toe in the water. Using what you suggested would make the lore for how it works and the gate that ensures SE isn't just throwing data around so brazenly. Like I said though, even if the system explodes in scope at the point you mention I'd still encourage progression as early as possible. Even if it was like tiny tiny tiny small small, OH MY LORD WHAT.... YES. lol.
Of course I think it could be a neat housing zone in and of itself (as in using the current system instead of an instanced housing system- which I really want/prefer), but without proper restrictions on what can be built and some lore explaining why building there isn't like building on quick sand... Like building on a falling Dalamud or something lol. Might be difficult to justify. Though cool still if you find a way to do so.
As an aside suggested location outside of the excellent locations people have already suggested (some really nice places), I think a magical water city location would be quite nice. If they could go all high, high, fantasy perhaps part of a new big part of an expansion. Maybe we come back to and clear out a dark magic soaked zombie infested Sil'dih, and while some of it was above ground perhaps part of what we find/reclaim/help rebuild would not be as much- I think it would be unique for FFXIV to have a high magic water fantasy underground city / housing area. Mix of crashing falls, pools of water, mixed with that ancient fantasy magic, all within an underground city concept which we don't really have so much of.
I could see Castle in the Sky (Laputa) / Sky (FFXI) influence there, although to be honest a giant floating castle housing district that has occasional hurricane tier wind walls and other times huge vistas would be excellent too lol.
