Can't launch game through Steam, can otherwise

I am new to these forums, but the notice about only being able to launch the Steam edition of the game through Steam directly worries me, so here I am.

I have been having this issue since just before ShB, when I go to launch through steam it just says:

FFXIV Boot Error
Unable to download patch files. [11003]

However, I can launch it by going into my steam files and launching ffxivboot64.exe directly just fine, and have been doing so since I started having this issue. This has worked fine, and I have a shortcut on my desktop to facilitate this. The issue comes due to the fact that SE is going to be locking down launching the Steam edition to have to actually be launched through steam, which will cause problems for me.

Anyone know how to fix this, or redirect Steam to the proper exe, preferably without a full reinstall?

To clarify, the boot file you use is still from the Steam installation, correct? The details have not been announced whether launching it from the Steam Library will be necessary or if you can launch it from the Steam installation.

When trying to launch the game through the Steam Library, does this error message occur immediately, or does it begin to download an update and fail part way through?

Have you attempted to reinstall the game from the Steam Library?

Correct, I am booting through the file from my Steam install. When I try to launch it from my Steam library, it immediately pops up with this message, no download or anything:
I haven't tried to reinstall the game yet, because I really want to avoid doing that due to how long it takes on my internet.

The error in the screen shot is a connection error. If you are using wifi, could you plug directly into the router? Please also try the following:

-Make exceptions for anti-virus/firewall

-Update Internet Explorer:
Open the IE browser, open the "Tools", go to "Internet Options" and adjust the following settings:
- Under the "General" tab, please delete ALL browser history.
- Under the "Security" tab, please move the slider to the lowest possible settings or no higher than "Medium"
- Under the "Privacy" tab, click “Advanced” and select ‘Accept’ under both First Party and Third Party Cookies.
- Under the "Advanced" tab, please make sure that "Allow software to run or install even if signature is invalid" is CHECKED.
- Make sure that all SSL and TLS (EXCEPT SSL 3.0) are CHECKED. [SSL 3.0 should be UNCHECKED]
- Hit "Apply" to save the settings, and then "OK, to close the Internet Options menu.
- Right-Click on the FFXIV launcher icon and select "Properties"
- Go to the "Compatibility" tab, and change the compatibility mode to "Windows 7"
- Hit "Apply", then "OK" to save the changes.
- Please RESTART your PC now. Once your PC has been restarted, Right-Click the FFXIV launcher icon once more and select "Run as Administrator"
