    It's balanced.

    War have the huge HP regen/leach, making healers DPS more instead of healing them.
    DRK has TBN, eating 0 damage and thus making healers DPS more.

    GNB and PLD don't have those things. While PLD does have Clemency, its a DPS loss to use it.
    I don't really tried GNB to see why it's the highest DPS, so I can't say anything about him.

    It's not good to compare them individually. It's complex. It's balanced with the whole team in mind.
