It isn't actually possible unless you turn your tank stance off. Tank stance's agro bonus is so huge that in a full party with both tanks shirting the same healer, they still wouldn't pass agro to the healer.

It's really just a matter of whether the tank or healer will generate a larger cost.

Losing a Req-HC costs its opportunity gain over a regular AoE (TE or TE-Prom) or HC, which is worth 125, 205, or 255 potency. Losing out on a (stun-less) Holy in favor of a non-Lily heal is worth a relative 182 AoE potency due to Magick and Mend traits, while using a Lily heal in its place costs 69.5 potency. (Comprehensively, Art of War is worth 208, and Gravity is likewise worth 182.)

So, generally, Lily > Clem > non-Lily, but it still varies further based on PLD damage CDs to be used over the pull, PLD SkS, how many Blood Lilies the WHM has and how many targets will remain to be AoEed when Misery will be castable, and what external buffs are present, especially if not present on both the WHM and PLD.

On the whole, as long as you're not wasting Healer oGCDs, Clemency is a wholly competitive option.

PLDs do this, it doesn't bother me. The DPS might be Tweeddledee and Tweeddledumb and I gotta put their diapers on, meanwhile you're not being healed.. so go for it.
