If you created a second MSQ roulette only accessible to people who have previously cleared it and with skippable cutscenes it would give no rewards.
You have now created a thing nobody ever queues for.
Because apparently we need more experiences like Ex Trial/BCoB DF queues.

What they should do is make the cutscenes skippable if you queue for the dungeons directly in a full/undersized party.
