My proposed solution is about making each class generate same Espirit proc rate assuming they're equal in playing skill.
If every class generates same Espirit proc rate, you still need to choose highest DPS partner anyway.
The proc rate should be scaled by partner's playing skill without the influence from class mechanic.
The goal is about consistency proc rate across all class not about higher pDPS.

By the way, The Math about Espirit proc rate is the following:
EspiritProcRate = DancerAttacRate*DancerProcChance + PartnerAttackRate*PartnerProcChance

Each class has different attack rate because of class mechanic.
So, To balance every class to give same EspiritProcRate, Each class will need different PartnerProcChance.

The pDPS from Espirit will depend on EspiritProcRate which can be balanced by PartnerProcChnace.

I hope that this is clearer. If you still think that same EspiritProcRate from each partner class still result in lock-meta, I will just scrap this idea.
