I fully agree with your assessment of Improvisation and believe it should do something else. Never been a fan of the "well there's nothing to do so I'm just gonna pop this" abilities. Certainly doesn't feel great to have that be the level 80 skill...Honestly, I hate these kinds of abilities. The entire mentality behind it is "Meh, I've got nothing better to do, I guess." That's not a healthy mentality, especially for our level 80 ability--the culmination of everything we've learned as a dancer. Anatman's different. The entire mentality behind that is "I can't attack anything. I need to pause my GL." That's not something Dancer needs.
When I think of the term "Improvisation," or the more modern term "Freestyle," I think about making a dance your own. Freestyle and Improvised dance is all about breaking the conventional rules of dance and doing what feels right. Do lifts, mix styles, make something that no one else can choreograph.
I think of something similar to your Steps where you want to use Embroite, Jete, Entrechat, and Pirouette, but this time there's no guideline. Instead, you just need to use as many steps as you can in a given timeframe with the only rule being you can't repeat steps. The damage you deal is relative to how many steps you can squeeze in that timeframe, say 200 potency per step. Problem is I don't think this really fits anywhere in the rotation comfortably.
