You forgot to count The potency from DOT

What do you mean? The effect description of Doton on the Lodstone is this:

Creates a patch of corrupted earth, dealing damage with a potency of 45 to any enemies who enter.
Duration: 24s
Additional Effect: Heavy +40%

According to this, Doton has contrary to many other skills with dot effects no initial damage, only the dot portion. Afaik dots tick every 3 seconds, which makes 6 ticks at 45 potency, so 270 potency in total per enemy inside Doton for its whole duration.

24 seconds = 8 ticks -> 360 potency, same as an old Raiton. Without Meisui (250) or Trick Attack (400+massive_rDPS), Fuma-Katon-Doton (280+250+360=890) is now better 80 potency better than Fuma-Raiton-Suiton (280+400+130=810), which is why the OP might see it in stationary single-target fights from NINs after level 70 and less than 72.
