RDM Chainspell Idea

I like the idea of having a Lightspeed kinda ability.

But it would pretty much just make us a bit more mobile.
What if in addition to that it reduces our recast time to 1.5 seconds.

An ability like this: Chainspell
All spells proc dualcast (only spells, not weaponskills or abilities.) & spell recast time reduced to 1.5 seconds for 10 seconds. (90 second cooldown?)
Or
For 10 seconds spells have their cast timer reduced by 5 seconds & recast timer becomes 1.5 seconds.

Not true, actually. While it would reduce Jolt and the V2s (and by extension, VStone/VFire) to instant cast, it would also reduce the cast times of VThunder, VAero and Impact to below our GCD, allowing us to hardcast them in place of using Jolt/VStone/VFire/V2 in order to proc dualcast. Each cast of the VLongs would be 40-60 potency over the VShorts, and each Impact would be 100 potency/target over the V2s, making a substantial gain in both single-target and AoE.

Also worth mentioning that reducing the recast time in this case is a bad idea. While the instant effect would counteract the loss of the above (since the VLong spells would otherwise, once again, be longer than the GCD to hardcast), it would be a whopping 40% PPS gain for all GCD skills cast during the window, which is greater than any damage boost in the game before you factor in the gain in VLong damage itself.
Plus it would reduce our window for casting oGCDs.

Chainspell is what "Dualcast" is called in JP. You can name it something else maybe. Like Spell Flurry or Quadra Magic, idk.

Or perhaps even something like (Ver)Haste. Bit more classical.

I mean, if ASTs aren't gonna use it, we can at least argue it's some kind of Triplecast descendant...
