Ok im going to bring up another point here with this
The levels of the new recipes are NOT always the same as the old
your 20 leve, especialy for cooking(hell all cooking recipes that have been updated are in this catagory) is for when the old recipe was a 20-25 recipe.
The new version of said recipe may be much higher then that(or much lower depending on what it is)
in this case, you may be doing something thats actualy higher then you could normaly synth which is an unfortunate side effect of the system right now until we get our leve reforms(which i think come in 1.22)

Ok once again i am going to point out something to you
OLD RECIPES ARE NOT ALWAYS THE SAME LEVEL AS NEW ONES
OLD LEVES THAT USE NEW RECIPES DO NOT CHANGE THE LEVEL OF THE LEVE BASED ON THE NEW RECIPES LEVEL
So you may have a 25+ recipe on your hands(not saying you do, but you might) due to the fact its an updated recipe. Just because they change the level of the recipe does not mean they changed its leve level

sorry to tell you but dried prunes did exist prior to 1.21
so what i said holds true, you may be dealing with a recipe that had its level changed during the recipe reform
