Does this little debuff work on like all forms of damage like AoEs, tankbusters, regular auto attacks in general?
If so, I guess it's basically an extra mitigation tool for tanks.... It's such a weird move cus it only last for 6s lol.

Yup, it does. But since it's so short, it should be kept for tank/raid busters; it's not nearly as useful against mob packs as standard mitigation
As far as I'm aware, yes, it works on all forms of damage, reducing it by 10% for 5s. Obviously, it's not as helpful in large trash pulls, where the combined auto-attack damage from all the enemies is the primary source of damage, but it's very helpful for raidwide aoe damage or stacking with other mitigation for tankbusters. It's not meant for long-term mitigation like Rampart, but more for short bursts of damage that you can plan for.
Edit: it's also on a pretty short cooldown of 60s, so you can use it pretty regularly.

Works on everything this isn't a set amount, nothing works on those.
I just use it on tank busters. The 5% can make a big difference.
Since this was mentioned twice.... thought I'd add in that Arm's Length does work as a cooldown in this scenario (just in case you hadn't seen that it's different on tanks than on DPS) since it applies a slow debuff to enemies that hit you. Means you take less damage after popping it since they're attacking you more slowly.
Something also people forget is, mitigation buffs don't stack in addition to one another, say a 30% mitigation buff like Nebula and a 20% like rampart doesn't give you 50% mitigation. I think it gets put to like 40% or something, idr the math around it, but it isn't as optimal to stack multiple mitigation buffs on yourself.
HOWEVER.... Because you're reprisal, a debuff on an opponent that makes them deal 5% less damage for the next attack... Then also using your own mitigation on yourself... I could still be wrong but I believe that's a slight bypass, could pop a 30% and reprisal and mitigate 35% so to speak? I'd like to believe I'm right on this but if someone could correct me, feel free.

Enemy does lets say 1000 damage.
Reprisal reduces this by 5%*, so it's 1000 x 0,95 = 950
So the attack is down to 950 damage.
Now you pop 30% mitigation wich is reducing the 950 damage further, so 950 x 0,7 = 665
The attack is down to 665 damage, wich is a recution of 335 points.
However, a 35% damage reduction would be 1000 x 0,65 = 650
a reduction of 350 points.
*Actually Reprisal is a 10% reduction, not 5%. Just kept the 5% to match your eaxample.
