The tooltip for Enhanced Ruin II just specifies "Grants Further Ruin upon using Egi Assault" so I would assume that using Earthen Armor would, but it does not.

I'm not sure if this is a bug or intended, as Earthen Armor is the only ability I've found a problem with and is also the only one that is a buff.
