That's not the one OP is taking about. They're taking about repertoire procs (note the 20%/40%, not 35%, and the discussion of songs). It's baked into the DoT upgrade and is not mentioned in game that the repertoire chance is upgraded until you've gotten it and you happen to read the song tooltip that hasn't changed or given an indication it will change in over 10 levels.
