Changes when the skills themselves upgrade at level 64 (Venomous Bite -> Caustic Bite and Windbite -> Stormbite). No idea why they haven't added a note about it.
It's not invisible. It's in the traits section, like most of these sorts of class changes. It's also not at 64 when the dots upgrade; it's at 76.

The difference is already referred to on the Mage's Ballad (and other songs tied to the BRD dots) skill card.....
The 20% ones proc off Venomous and Wind bites, while the 40% ones are proc off Caustic and Storm bites, of which are level and sync dependent.
In a sense, the songs become the "Version 2" once your L64 Passive Trait "Bite Mastery" is active, which becomes so at L64 with a BRD job stone equipped.
At any time your level is synced below L64, then you no longer get the Passive Trait effect, which then reverts every other Skill or Trait that is tied either directly or in the case of Bard Songs indirectly to it to the "lower version" of which will then reflect on the skill card in question.

That's not the one OP is taking about. They're taking about repertoire procs (note the 20%/40%, not 35%, and the discussion of songs). It's baked into the DoT upgrade and is not mentioned in game that the repertoire chance is upgraded until you've gotten it and you happen to read the song tooltip that hasn't changed or given an indication it will change in over 10 levels.It's not invisible. I'd suggest posting this to localization. Though it's not strictly a problem of there not being a translation, since they kind of work with tooltips and descriptions generally, I think the right people would see it there. (And since 2020 is almost over and this still hasn't been fixed...)
