Which rule states that parses can't be posted in chat?

Parsing is not officially allowed under the "third-party applications that do so and so" part of the ToS, but what about posting a parse?

    1. You're several runs deep into a farm party when someone is curious about how they're doing. You, who has no access to a parser, notices someone else in the party uploaded previous runs. You decide to let the player know how much they did.

    2. You don't have access to parser, but you're in a party with someone streaming that does. Someone wants to know their numbers so you check the stream and let them know.

In both examples you would be at risk of receiving a temp ban if someone else in the party decided to report you, but in both cases you wouldn't be parsing, so which rule would be broken?

Information obtained from parses couldn't be forbidden since there are regularly topics on these forums before patches go live that include info that was datamined.

Just because there are regular topics about parsers does not mean that the information gleamed from them is for public discussion and publishing especially in game.

People regularly drive without seat belts and using mobile phones - it's more about enforcement rather than it being allowed.

I do not use a parser but I would suggest, never, ever tell someone their stats even if you know they use one themselves UNLESS they specifically ask you to do so and even then be aware that posting such data in game can get you in trouble.

There is, as far as I know, no specific rule against posting parses in chat if you're not treading into discrimination/harassment territory in doing so.
That said, parsers are handled on a "don't ask, don't tell" basis since technically they violate the third-party application clause you mentioned above.

Since SE doesn't scan your PC for an active parser they have no idea whether you are parsing or not but you posting a parse indicates that you are.
If someone reports you it's going to be hard to prove whether you're parsing or obtained the numbers elsewhere so your chances of successfully appealing whatever SE decide to do with the circumstantial evidence are slim to say the least.

In both your examples the best course of action would be to take a minute between runs and provide a link to the log, or stream, or just the raw numbers, in a whisper to the player who requested them so you minimize the risk of anyone reporting you for bringing up parses.

You are risking being banned or actioned upon by posting or using information from a parse. The TOS specifically states you can have your service access revoked at any time by the provider and while it's within your right to try and dispute any of that, you are highly unlikely to get your account unbanned and at the very best might get your money back for the purchase of the game.

People love to try and find loopholes so they can say "well.. THIS isn't specifically said, it should be OK". They have stated using parsers is not OK. If you're using a game of telephone to get that information it doesn't save you. Just DON'T do it. What you talk about between friends or not on the forums is your own business, just don't be surprised if trying to skirt rules gets you actioned anyway.

Just don't do it. They probably have a phone right? They can look it up if they want to know.

If someone chose to report you, both you and the person providing the data could suffer a ban. Parsers in FF XIV are explicitly not allowed.

It falls under the rules section:

    Posting for posterity:

Behaviour that disrupts the game balance
Square Enix strictly prohibits the use of third-party programs or tools – including programs and tools that permit automated or “absentee” play – in Final Fantasy XIV. Accordingly, the following activities are prohibited:

    - Modifying, analysing, integrating, and/or reverse engineering game software or data.
    - Creating, distributing, using, or promoting utilities that interact with the game.
    - Exploiting Square Enix programming bugs or glitches.
    - Automating gameplay processes.

The Game Master (GM) may speak to players to investigate and confirm “absentee” play, and if the player continues with this behaviour, contrary to the GM's instructions, this will be treated as “absentee” play and subject to penalties. The following behaviour is also prohibited.

    -----

    Parsers totally fall into either/or:

    - Modifying, analysing, integrating, and/or reverse engineering game software or data.

    - Creating, distributing, using, or promoting utilities that interact with the game.

As Parsers, by design, analyze data (logs) and since the read data in real time they are utilities that interact with the game.

Individuals who want to post other people performance numbers on chat in order to shame them should go back to their WoW cave and never come back.

Posting parses in chat is similar to posting recount in wow. If players see you are doing poorly, then the person with low dps risks getting attacked and insulted by others for said low dps. Then the person who posted it would most likely get reported for using parses in a negative fashion and would most likely get an account ban.

Even in WoW, that kind of behavior is frowned upon when done in non mythic content where numbers don't matter much.
