They wouldn't be penalised for getting Crystal Tower, no moreso that those queueing MSQ Roulette are penalised when they get Castrum Meridianum.
Maybe the modifiers could be tweaked, but so long as the time investment reflects the rewards, then you can't really complain.

It's not like getting Ifrit normal in Leveling Roulette for example...
