The rewards should scale better with the content.
Perhaps an additional modifier to the current rewards as follows:
ARR Alliance Raids: x0.8
HW Alliance Raids: x1.2
SB Alliance Raids: x1.5

That would make perfect sense. On the other hand if that happened people might actually want to do the content and who would be left here then to call others hypocrites and selfish.

I considered this, but I decided on the itemlevel equipped by the player at time of queue for the simple reason that you shouldn't penalize a 78 for getting matched into a crystal tower because they got unlucky. They'd just withdraw.
Instead penalize the player that queues into alliance raid at level 78 with ilvl 90 gear. Make it 10% of the typical bonus, and we'd get a more reasonable spread of runs across all content.
Better yet, block them from running all roulettes (except perhaps pvp) until they're running gear that matches their expansion level-- 395 or so for a 78.

They wouldn't be penalised for getting Crystal Tower, no moreso that those queueing MSQ Roulette are penalised when they get Castrum Meridianum.I considered this, but I decided on the itemlevel equipped by the player at time of queue for the simple reason that you shouldn't penalize a 78 for getting matched into a crystal tower because they got unlucky. Maybe the modifiers could be tweaked, but so long as the time investment reflects the rewards, then you can't really complain.
It's not like getting Ifrit normal in Leveling Roulette for example...

What about people who queue fairly and end in ARR run because there is a bonus? You want to penalize them?
Some here sound as if they NEVER are in alliance roulette with first timer tomes bonus...
This is more or less the conclusion I reach : the problem is synchronization. People fake the ilvl because synchronization is too smooth. Synchronization is a good thing but not if it ends a way you can totally skip the mechanics.
