The reason expert roulette does it is because the roulette requires that you have access to all the duties on it in order to be able to queue. Mentor roulette (and MSQ, but that doesn't really count because it only actually has two duties on it) are the only other roulettes that behave this way. All the others simply require you to be eligible for at least two dungeons on it. This is why leveling roulette requires level 16, because that is the minimum level at which you are eligible for Sastasha and Deepcroft.
Which I am aware of. It merely shows they could lock Alliance Roulette the same way if they wanted to—especially if more and more people abuse this loophole. The whole purpose of the roulette is for people trying to complete those raids to not sit in queues for hours on end. If Orbonne gets to the point where you're waiting like you did for Crystal Tower before Alliance Roulette happened, they'll do something to incentivize it, or outright prevent the loophole.
