There are such ppl, i even know some and got at lest one in my FC that do that and yes it has to be locked, IE lv 60 job has to be aber to enter VA till Dun scaith, lv 70 all from Ivalice and even further for the normal raid roulet lv 70 ppl should have to have the omega raids unlocked and the needed ilvl.
