Honestly, I doubt the problem is so much people cheesing the ilvl. It's gonna be mostly due to just the fact that you HAVE to unlock two raids in order to do ADR, those are the first two you can unlock, and many people don't bother to unlock any beyond those two because they only care about the xp/tomes (so any time you get a single one of those people in your random, you're going to get one of those two).
