As for your question, there's a bunch of other threads with several post were people painstakingly explain what is the point of unskippable cutscenes. I'm going to recommend you to read them.

At this point, I'm pretty sure people complaining are just willfully ignoring what people say because they feel they deserve to get a obnoxious amount of rewards without deserving it..
I have already reported ones and never seen anything happen to them. I still see same ones that's done it in same roulette.
