Pretty sure there's no lore of any kind for this item. It's just a mask Nhaza'a Jaab wears, presumably because he thinks it's badass (and really, he's not wrong).
My head cannon is that it replicates the Garlean third eye and let's the wearer see aether density like the Scions goggles. Mostly because I want a reason to wear it all the time. XD
And after a bit of reading I find out the third eye seeing aether bit was just fanon I picked up waaaay back when. I could have sworn it was mentioned in the game but memory does strange things sometimes.
There WAS something about that third eye, but for the life of me I can't remember what. Perhaps it just lets them see much finer details than others? But yeah, it's definitely not Aether vision. Cid needed Y'shtola's goggles to see Alexanders Aether.
For what it's worth, the reference to the Garlean "third eye" referred to spatial awareness (an increased awareness of the space your occupy and your relation to other objects within that space, especially when multiple things are in motion). This is the source of the association with engineers and pilots. Cid blames his third eye for his weird vision of you metaphorically handing his goggles to him when you Echo-jump him to sort out his memories (which starts with him being frustrated about not even knowing how he got his goggles)...but we don't know if there's anything to that, yet.
We didn't see any "Pureblood Garlean Race" features on the First, so that might be a hint as to what we'll learn about them soon enough.
Perhaps the third eye loose ends will be tied off then.
(Also, good on you for seeking out confirmation and, when it wasn't there, acknowledging that it was probably just bad fanon.)

I see! My RP character is a Garlean, so a tuned death mask kinda fixes an aetheric issue. RP shenanigans.
