The W crossbar already supports a full 16 button bar (eight for a double press of L2, and another eight for a double press of R2).

In the config settings, you separately select which bar to use for each trigger button, which gives you a bit of extra flexibility. For instance, instead of making them bring up the left and right sides of the same crossbar, you could make L2L2 bring up half of crossbar 8, while making R2R2 bring up half of crossbar 7 (or whichever two you want to use) while also assigning one of those to be shared across all jobs, and the other one to be job specific.

There's also a configuration option for whether to use four or eight buttons for each of them. I'm not really sure why the four buttons per side option is still in the game. It's a holdover from when PS3 was still supported. The PS3 had memory issues that limited what SE could do with its UI. It's why they ended up dropping support for the platform, but before that there were some limited UI features, such as the fact that it could do a four button per side W crossbar, but not all eight. The PS4 and PC versions turned that into an optional setting, so we could either use the limited version if we wanted it to match our setup on PS3, or the full eight per side sixteen total setup. This long after PS3 support was dropped, however, I doubt anyone is still concerned about making their setup match what that one used to have, so there's no real reason for choosing the limited version any more.
