Nope. No DoT damage during phase changes like that.
Yeah the boss goes completely invuln when it drops away. This is actually the reason why MCH got buttons to prematurely detonate their Wildfires and overload their Automaton this expansion, so that they could salvage what damage they could before the boss jumps away, rather than lose everything because the boss went invuln before it went off.
I understand why they do this but it's a little bit of a shame that things like DoTs are losing damage on these phases. But if they kept doing damage, then DoT classes would be more favored for being the only classes in the game capable of damaging an MIA boss
