SE 100% changed the controller settings specifically for you, and nobody else, because they hate you.

You haven't played the game for over 2 years, but claim that not only are you certain that the controls are different, 2 years apart, but that nothing has changed on your computer, in 2 years?
Try to calibrate your gamepad and check for the sticks consistency. After some time the motor units of sticks tend to get faulty. It wasn't clear if you experience the same issues with another,second controller.
Steam doesn't sell heavensward anymore, it's true, why would they. Shadowbringers includes all old addons.
Because you seem to use steam only for the configuration support of your controller, I would just recommend you disable the setting for that, its in big picture mode too. I think steam will try to prioritize their settings over yours if its active.
I had some problems myself with steam (eventhough I dont have ff14 connected to steam), when I had steam in the background open and then noticed controls changed slighty. I closed steam and it was back to normal.
Just disable and see what happens.
I play on Steam currently with a wired Xbox One controller. There has been 0 changes. If there were changes I would have noticed right away.
So salty when in fact nothing changed other than the wear on your actual game pad. They go bad, nothing new there. And occasionally need recalibrated. But you posting long posts on a feel that is clearly wrong means it’s on your end. You really think NOBODY would notice something like that?!?! Come on now...

I've played on controller since I started in 2.0 (switching between a Wired Xbox and Wired Playstation controllers) and my controller's camera-rotation speed is the same as it was. :B
(Granted, I don't have a Steam version of the game)
Seems to be your issue, not SE's. I play on the controller on steam and nothing's changed for me.
I play on PC Steam version using a wireless XB1 controller and have noticed zero changes. It's likely either the settings or your controller itself wearing out.
Been playing since 1.19 with a variety of controllers on pc and never experienced the problem you are describing.
