You occasionally get people doing old content in the party finder for the weekly from Khloe or just random mount farms. Game is more popular than ever so there are newer people that do some of the old content. Easiest way of doing it is organizing it yourself on your own server.

This isn't an XIV problem, it's a you problem. As in you have the tools to find a party willing to do it because it's about as relevant as- well, Heavensward primals.
