I saw the word "Extreme" in the instance you are queuing for and will suggest that you use Party Finder for this, especially unsyncing it.
In general, never use Duty Finder for "Extreme" trials unless you're willing to wait for a long time. And don't be surprised that if you do get into an Extreme trial and someone automatically bails on you because they're doing Mentor Roulette.

Easy answer: It can be if no one individually queue's up for it. If there are NO people, how can it fill? This isn't a SE issue, this is a player issue.
You've been away from the game for a while and a few things have changed quite a bit since you left. I would suggest if you want to get that certain extreme done, setup a unsynced party finder group using the Party Finder option, or hop into one already started. (Usually one for Wander's Tails, or WT for short)
Ravana these days can be zerged down pretty darn quickly, so it's a good way to get that done. Ex Primals are usually optional content, and not everyone is gonna be interested in attempting to queue for it, even with roulette involved.

As explained by other people within this thread, this is a playerbase issue and not an SE issue. If you want to do older content that is not quickly filled through DF, you have to put some effort in and either network with your FC (or join one if you don't) or us PF.
And even if you manage to get in, you're just going to get 7 schmucks that didn't bother looking up guides and can't even remember the NM mechanics. Don't do EX trials with DF, trust me.
If you want to do Extremes, use the Party Finder function. Just know that older EX primals will be easier to find players for if you're doing unsynced runs. Not a lot of people do them synced, especially due to job changes that leaves jobs at level 50 or level 60 feeling incomplete or barren.
NA and EU have done EX primals via Party Finder for years. They were doing them this way when I started over three years ago. Only JP has active Duty Finder/Raid Finder queues for current Extreme primals.
EDIT: It occurred to me that you’re probably trying to do the Warring Triad side quest chain, which requires players to complete Bismarck EX and Ravana EX in order to progress. Ask friends you may have, linkshells, and/or people in your Free Company to help you get past these. Or put up a Party Finder for a quick and easy unsynced clear—both Ravana and Bismarck can be mowed down really easily.
This was honestly a poor design choice on behalf of the developers, especially since NA/EU do not queue up for EX trials in the Duty Finder. That’s specifically a JP thing. However, this will not be a gate you will be met with in Stormblood or Shadowbringers. All EX content in those two expansions are separate and not required for side story progression (as is other EX content in HW).

Then the easy fix is to add these to the roulette.That’s an extreme you queued up for. That isn’t in the duty roulette so you have to wait for other people to queue up for it. Which means level/item sync. Most people at this point would do it unsync via party finder. Give that a try.
Looks like it is an issue to me and i bet i am not the only one that comes back or starts new.It’s not really an issue, people just aren’t doing years old content the hard way anymore.
Is 20 dmg for the hit like 30 dmg if a RNG shoots?
No DRG for party, camp spot site with 30 dmg, but is it for 20 like 30 dmg when you no hit be it for dd, for 30 dmg instead? or half is 10 for 20 dmg?How i mine for fish?
People have given you multiple ways to get the old ex's done. They are not apart of any roulettes. Never have been. So the options are to use your FC or party finder.
It’s going to be uncommon that players would do an Extreme primal roulette—EX primals are already a piece of content that casual players may not even attempt, which would take them out of pool of participants. Others, like myself, enjoy EX primals; but doing them synced down after repeated job changes makes them tedious because jobs are incomplete (particularly level 50 EX primals and level 60 primals—the transition of jobs from level 70 to level 80 is a bit smoother compared to those level caps).
No, you are not. However, the advice to players that try EX primals has always been the same: try Party Finder or ask your Linkshells/Friends/Free Company. There is a reason why the Ex trials aren't in the duty roulette in the first place. They are simply too hard to be done synced by a bunch of random people, half of which will not know the mechanics.
So nope, not a viable fix.
